Job Purpose
The Western Cape Mobility Department, Western Cape Government(WCG) has an opportunity for a suitably qualified and competent individual to conduct compliance audits at registering authorities, driving licence testing centres, vehicle testing stations, manufacturers builders and importers, manufacturers of number plates, driving schools and motor dealers as well as evaluating the adequacy, effectiveness and efficiency of Governance, Risk Management and Control. The successful incumbent must be able to work under pressure, willingness to work irregular hours, regularly away from home and meet tight deadlines.
Minimum Requirements
An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification); A minimum of 3 years experience in an auditing or investigation working environment; A valid (Code B or higher) driving licence. NB: People with disabilities that restrict driving abilities, but who have reasonable access to transport, may also apply.
Recommendation
Examiner of Vehicles, Examiner for Driving Licences, Proof of Audit function and/ or Investigation processes.
Key Performance Areas
Conduct Audits/Investigations; Conduct follow-up audit inspections on reports issued by the National Inspectorates; Audit planning; Liaison with departmental stakeholders in respect of audits/investigations responses.
Competencies
Knowledge of the following: National Road Traffic Act, 1996; Western Cape Provincial Road Traffic Administration Act, 2012; National Road Traffic Regulations, 2000; National Traffic Information System (eNaTIS); Provincial Road Traffic Regulations; eNaTIS policies, processes and procedures; Information Management; Public Finance Management Act (PFMA), 1999, National Treasury Regulations and Provincial Treasury Instructions.
Skills needed: Numeracy; Literacy; Computer Literacy; Written and verbal communication; Project Management; Accounting, Finance and Audit; Economic, Financial and Statistical Analysis; Legal Administration; Reporting; Problem-solving; Planning; Organising; Ability to work under pressure; Willingness to work irregular hours and meet tight deadlines.
Remuneration
R 397 116 - R 467 790 per annum (Salary level 8)
Note on remuneration in addition service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc) are funded or co-funded in terms of the applicable prescripts or collective agreements.
Notes
Shortlisted candidates will be required to submit documentation for verification purposes and criminal record vetting. These candidates will be required to do a practical and attend interviews on a date and time determined by the department and may also be required to undergo competency assessments/proficiency tests. The selection process will be guided by the EE targets of the employing department.
