The ITC Program Counsel is responsible for monitoring regulatory updates related to trade, and implementing and developing Baker Hughes’ global Trade Compliance policies and procedures
In particular, the ITC Program Director will be responsible for:
• Providing advice to the business on export controls, sanctions regulations, boycott issues and import/export customs matters
• Assuring governance and accountability of those policies and procedures is functioning such that the business always executes in a compliant, timely, and effective manner.
• Monitoring for regulatory and enforcement changes, drafting policies, procedures, and guidance related to trade compliance, manage business escalations, monitor and evaluate trade compliance risk and identify risk reduction steps, assist with compliance investigations, audits, and disclosures
• Standardizing internal ITC risk assessments across product companies and in coordination with the Compliance and Legal Sustainability functions.
• Driving automation and system integration efforts on main ITC processes, systems & applications.
• Driving an effective reporting and monitoring program including an effective Watchlist screening program.
• Managing and enhancing current ITC policies and procedures.
• Monitoring and communicating new international trade laws, rules and regulations impacting Baker Hughes with a specific focus on new technologies, software and tech data that could impact BH and translate them in internal communications for business operations.
• Enhancing an Export Control Classification & Licensing Training Program and managing export control classifications in the ITAR & Military space.
• Maintaining an updated ITC Compliance Portal.
• Managing an effective ITC Compliance training content and annual rollout.
• Undertaking special projects and supporting compliance program initiatives.
• Coordinating with the Compliance and Legal Function on an effective Trade Compliance Communication Strategy.
• Leading ITC audit program in coordination with the Internal Audit and Compliance functions.
• Overseeing the Baker Hughes antiboycott program.
• Travelling domestically and internationally as required.
To be successful in this role you will:
• Be a Lawyer certified or have a bachelors in Law Degree
• Have a minimum of 5 years of experience in trade compliance
• Have a good understanding of global sanctions with focus on EU, UK, and US
• Have a global export controls regimes and restrictions including dual use, military and nuclear controls
• Have a good understanding on US antiboycott regulations
• Have good written and verbal skills (English)
• Have ability to manage a small team
• Have worked in an energy industry will be preferred
• Have previous experience developing trade compliance programs
