Position Summary

The QHSE Director provides strategic leadership, governance, and operational oversight of all Quality, Health, Safety, and Environmental functions across the organization. This role ensures compliance with industry standards governing high‑pressure gas vessels (e.g., ASME Section VIII, DOT, ISO, PED) and leads initiatives that promote a strong safety culture, world‑class manufacturing quality, and environmental stewardship. The QHSE Director oversees internal audits, risk programs, product integrity, regulatory adherence, and certification processes to ensure the safe design, fabrication, testing, and operation of high-pressure gas equipment.

Key ResponsibilitiesQuality Management

  • Develop and lead the company’s Quality Management System (QMS) in alignment with applicable industry standards (ASME, API, DOT, PED).
  • Ensure quality-related oversight of pressure vessel design, fabrication, welding, NDE, hydrostatic/pressure testing, and documentation.
  • Implement continuous improvement programs, including root cause analysis, CAPA, and supplier quality audits.
  • Oversee material traceability, MTR compliance including third-party testing validation, and welding procedure qualification (WPS/PQR/WPQ).
  • Manage customer quality audits, non-conformance investigations, and final product acceptance.

  • Perform regular statistical analysis of quality data to identify and inform:

Health & Safety

  • Develop and implement a corporate Safety Management System consistent with OSHA, ANSI, and industry best practices.
  • Ensure hazard identification, job safety analysis (JSA), and risk mitigation for high-pressure testing, gas handling, welding, machining, and manufacturing operations.
  • Conduct facility audits to uncover safety risks and develop mitigation strategies
  • Lead incident investigations and maintain OSHA reporting compliance.
  • Promote a proactive safety culture through training, coaching, and workforce engagement.
  • Oversee emergency response planning, including gas leaks, fire, and high‑pressure system failure scenarios.

Environmental Management

  • Ensure compliance with EPA, state, and local environmental regulations.
  • Oversee hazardous materials/waste management, including pressurized gases, coatings, chemicals, and industrial waste.

Regulatory & Certification Compliance

  • Maintain all certifications applicable to pressure vessel manufacturing and transport, such as:

ASME “U” / “R” / “S” stamps

Texas Railroad Commission

DOT/PHMSA and Transport Canada (TC) certifications

TX DMV Dealer Licensing

  • Interface with regulatory authorities, notified bodies, and third‑party inspectors.
  • Ensure timely documentation, compliance renewals, and code updates.
  • Owner of all compliance documentation/processes and accountable to ensure compliance is maintained
  • Lead ISO certification efforts

Leadership & Strategy

  • Develop the long‑term QHSE strategy aligned with organizational goals.
  • Lead, mentor, and develop the QHSE team, including quality engineers, inspectors, auditors, and safety personnel.
  • Build cross‑functional collaboration with Engineering, Operations, HR, and Supply Chain.
  • Present QHSE performance metrics, risk assessments, and improvement plans to executive leadership.

Required Qualifications

  • Bachelor’s degree in Engineering, Quality, Occupational Safety, or related field.
  • 0+ years of QHSE leadership experience in high-pressure vessel, gas, oil & gas, chemical, or heavy manufacturing industries, including establishing safety programs from the ground up

Deep knowledge of:

  • OSHA standards
  • ASME
  • DOT/PHMSA regulations
  • Non-destructive examination (NDE) methods
  • Pressure testing and gas handling safety

Highly preferred:

  • ISO Lead Auditor
  • Certified Safety Professional (CSP)
  • Understanding of Transport Canada regulations
  • TX DMV Dealer licensing
  • Certified Quality Engineer, Certified Quality Auditor, Certified Manager of Quality/Organizational
  • Excellence or other ASQ qualifications
