Job Purpose

The Western Cape Mobility Department, Western Cape Government (WCG) has an opportunity for a suitably qualified and competent individual to provide strategic leadership and manage performance to create a dynamic organisational culture that will develop all staff members to implement national and provincial traffic law enforcement strategies and legislation. Responsible for law enforcement operations in conjunction with Traffic Centre managers and other Law Enforcement Agencies (LEAs). The successful incumbent must be able to work under pressure, willingness to work irregular hours and meet tight deadlines. This post will be responsible for the following Traffic Centres: Worcester, Laingsburg, Beaufort West and Oudtshoorn.

Minimum Requirements

An appropriate 3 year National Diploma/B-Degree (equivalent or higher qualification); A minimum of 7 years working experience in the field of Traffic Law Enforcement of which 3 years must on management level; Registered as a Traffic Officer or Peace Officer; A valid driving license (Code B or higher); No criminal record.

Key Performance Areas

Provide effective and efficient leadership; Evaluate the activities of the Metro Region operational plans to ensure strategic alignment with the strategic plan, budget statements and national and provincial strategies; Co-ordinate the collection and analysis of regional law enforcement statistics, conduct research, formulate policy and develop new strategies and models to improve service delivery; Plan and manage the work of and account for the overall performance of the region; People Management; Financial Management.

Competencies

Knowledge of the following: Operational functioning of the Directorate Traffic Law Enforcement; National Road Traffic Act, 1996 (Act 93 of 1996); National Road Traffic Amendment Act, 2008 (Act 64 of 2008); Firearms Control Act, 2000 (Act 60 of 2000); Criminal Procedure Act, 1977 (Act 51 of 1977); Firearms Control Regulations, 2004; National Road Traffic Regulations, 2000; National Road Traffic Regulations, 2000; Guidelines from the Director of Public Prosecutions; Legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; Procurement and tendering processes.

Remuneration

All-inclusive salary package of R 896 436 per annum (Salary Level 11)

Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

Notes

Shortlisted candidates will be required to submit documentation for verification purposes and criminal record vetting. These candidates will be required to do a practical and attend interviews on a date and time determined by the department and may also be required to undergo competency assessments/proficiency tests. The selection process will be guided by the EE targets of the employing department.
